European Constitution

Yesterday in the House of Commons, the Rt Hon John Redwood MP sought to achieve government reassurance that the European Constitution would not be brought in by the back door and without a referendum.
Following the minister's reply, John Redwood said: "I find this surprising as there is plenty of evidence that the Austrian presidency and some in the Commission are keen to press on with some of the things in the draft constitution. At least the government understands how unpopular the Constitution is but we will need to check it out item by item." Will he rule out introducing the constitution's provisions by the back door before yes votes in all countries that need referendums? Mr. Alexander: Let me deal with the right hon. Gentleman's latter point first. The Government have consistently made it clear that the mechanism in the United Kingdom whereby the European draft constitutional treaty could be implemented is approval by the House of Commons followed by a referendum of the people of Britain.
