Government to Help Thames Valley Police With Costs of Counter-Terrorism
Reading West MP Martin Salter has welcomed the announcement that the Home Office are willing to provide a grant to Thames Valley Police for up to £4.9 million to cover part of the costs of Operation Overt – the anti-terror operation carried out in the Thames Valley.

Mr Salter first made representations on this issue in November when he wrote to Home Office Minister Tony McNulty requesting that he ensure that Thames Valley Police be given sufficient resources to carry on its excellent work, particularly in the field of anti-terrorism, which is not a subject that can be budgeted for with any real certainty.

He also held a meeting in Parliament in early December with Sara Thornton, Acting Chief Constable of Thames Valley Police, and Mrs Christine Weston, Chair, Thames Valley Police Authority, to brief other local MPs on the need to recover some of the £7 million of additional costs incurred in the support of Operation Overt.

Martin Salter said;

“Whilst I’m delighted that the government have agreed to meet a majority of the extra costs of Operation Overt I am obviously a little disappointed that they have not picked up the full tab. However at a time when public expenditure is tightening up an extra £4.9 million is not to be sniffed at. It is gratifying to know that the efforts of myself and other Thames Valley MPs have not been in vain.”

I said I would confirm our conversation yesterday.

Ministers have agreed to provide grant for the costs incurred by the Authority of operation Overt, up to a maximum Home Office contribution of £4.9m, subject to a formal from your existing resources statement of costs actually incurred. The Police Authority is expected to meet the first £3m of the costs of the operation and any additional sum if the overall cost exceeds £7.9m.

As we have agreed, you are content to receive capital grant which you will then manage locally to make revenue available. I am grateful for this helpful approach.

We agreed I would pay the authority £3.5m immediately. I have made arrangements for this, and we will notify you shortly of a payment date. The balance, up to £1.4m, depending on actual spending, will paid on a final statement of cost, signed in the usual way by you and the Chief Constable.
