Salter wants protection for Reading traders and shoppers

Martin Salter, MP for Reading West, has given his support to a Common’s Ten Minute Rule Bill, Pedlars (Street trading regulation), promoted by Dr Brian Iddon, MP for Bolton South East, after being contacted by Reading Borough Councillors who are concerned at the problems caused by illegal street traders.
The Bill which calls for greater protection for local businesses, legitimate street traders and shoppers, is also supported by Early Day Motion 917, which Mr Salter has also signed. The Bill highlights the fact that the legislation covering pedlars dates back to 1871, and is therefore in drastic need of updating to be relevant for the present day . Local authorities need to have the necessary powers to regulate the practice of pedlars and ensure that there are no adverse affects on Reading’s shops and shoppers. The Pedlars Act which was traditionally intended to allow salesmen to travel from one town to another selling their wares is now being exploited by illegal street traders, and this Ten Minute Rule Bill is designed to target this loophole in the law. Mr Salter said: ‘The Pedlars Bill highlights that presently there is a gap in the law, which is being exploited by illegal street traders to sell goods that are not only potentially dangerous but for which unsuspecting customers have no way of returning defective merchandise. "At present the only way of dealing with this problem is for individual local authorities to take piecemeal action, like Reading has done in the past, however, this is often costly and time consuming. "This Pedlars Bill would mean that the provisions to act against pedlars would apply nationwide making it easier to enforce and prevent Reading’s legitimate street traders, shops and shoppers having to compete with these illegal operations.” Steve Waite, Reading’s Lead Councillor on the Environment and Consumer Affairs said: "We very much welcome Martin Salter's support in trying to resolve this long standing problem. The Act dates from 1871 when Reading FC were formed and it would take another 14 years before the petrol driven car was patented, so clearly this legislation belongs to a very different age. Controlling the rogue elements will ensure genuine traders and the public a fair deal." Mr Salter added: “Whilst the likelihood of this particular Bill becoming law is low, I hope that the considerable support for this Bill – 71 MPs have signed up to the Early Day Motion so far – will impress on government the need to bring forward legislation in the future to tackle the problem of pedlars and illegal street traders that many constituencies like mine face. I will continue to lobby the government to this end.” 08/03/07
