Wilson concerned over special needs education in Reading
|
Rob Wilson, Member of Parliament for Reading East, has called for Reading Borough Council to think carefully about the way that special needs children are provided for in the Borough.
Reading has followed Government policy that has reduced the size of special schools and introduced special needs units in mainstream schools. However, this is often not what parents want and many have told Rob that they have not been properly briefed as to what provision will be available for their child. Rob said: “I took part in a very substantial enquiry by the Education & Skills Select Committee into Special Needs Education last year. Our report is there to inform and help Local Authorities to improve the service they offer to parents and children. "It is clear that Reading is making many of the mistakes that we highlighted. Inclusion into mainstream schools is right for some children, but there are many cases where it is clearly wrong. Reading LEA must be very sensitive to parents wishes and the individual needs of the child and I'm not sure it is providing a high quality individual service. "I know that LEAs do face challenges, as I'm far from convinced that Government is funding SEN education properly. Local authorities can often appear to be looking for cheap alternatives rather than the best education possible for an individual child. "Too many parents are being forced to take LEAs to expensive tribunals if they want the best for their child. Many who don't have the money are being forced to settle for second best." Following a ruling from the Local Government Ombudsman that Reading Borough apologise to the parent of a special needs child who was not properly dealt with over the admission process, Rob pointed out that in recent months he has received a number of similar complaints from parents. Rob said "As a parent myself, I understand that every child's needs are unique and that it is not always possible to provide exactly what is wanted by parents. "However, it is important that parents are dealt with efficiently and fairly. A number of parents have come to my surgeries because they feel that Reading Borough Council has been obstructive and failed to respond to what are reasonable requests for guidance and help." 15/05/07 |
